reposystem is a scaffolding source; it shipped 12 non-canonical hypatia-scan.yml (1 top-level 413-variant + 11 nested 253-line stale variant), so repos scaffolded from it were born non-canonical. Replaced all 12 with the verified canonical (= rsr-template-repo/v3-templater). Closes the last regeneration-source divergence behind the estate hypatia-scan drift sweep.
